The firm was originally established in June 1983 by Ron Hoevet. Whitney Boise became a shareholder in 1998, and Per Olson became a shareholder in 2005 and Celia Howes joined the firm as an associate in 2007. Although the name of the firm has changed, the firm's focus has remained the same as it was in June 1983: to offer high quality, experienced litigation services to individual and corporate clients in criminal proceedings in the state and federal courts.

There are four attorneys in the firm: Ronald Hoevet, Whitney Boise, Per Olson and Celia Howes.The shareholders do not aspire to become one of Portland's largest litigation firms. Rather, the firm's emphasis has been to be one of the best criminal defense firms by providing skilled, personalized service to clients through litigation teams of trial attorneys and assistants within the firm. This dedication exclusively to litigation has resulted in the firm becoming involved in the representation of numerous high profile individuals and entities as detailed in the sample of firm representative cases.
